MINUTES
January 15, 2009
Alleghany Highlands Community Services Board met in the B & C Conference rooms at ARH, Jan.15, 2009.
Those present were:

Sally Putnam
Also present: Ingrid Barber, Executive Director; Patty Flanagan, Fiscal Officer; Betty Crance, Director, Intellectual Disabilities; Pat Bradley, Director, Outpatient and Supports; past executive director, Joe Sargeant.
Chairman Eleanor Payne called the meeting to order at 5:30 p.m.
New board members, Karen Burns and Kyle Bennett were welcomed.
Joe recognized 18-year board veteran Sally Putnam for her service to the board and awarded her the James Guinan Humanitarian award. Sally presented Joe with a gift from the board acknowledging his many (24) years of service.
Anne Dean nominated the following slate of officers for 2009 as follows: Jim Ballou, Chairman, Sally Putnam, Vice Chairman and Erica Hunter, Secretary. On a motion by Kyle, seconded by Anne, the officers were unanimously approved.
Minutes of the Nov. meeting were approved on a motion by Anne, seconded by Jim, unanimously approved.
Pat briefly reported on her program’s activities. Also, she reported that Catawba Hospital is presently full of patients. We have nowhere to send critically mentally ill clients.
Betty Crance reported on the MR programs and the Human Rights violations within the program and the resolutions to those violations.
Patty Flanagan reported on the financial status of the agency and noted that all program budgets had positive balances in the previous month. She also informed the board of an RFP for banking services will be advertised in March or April.
Ingrid briefly reported on her first two weeks of employment as Executive Director.
Under old business, masonry work at Life Skills property was tabled until spring when weather permits this type of work.
Under new business, Executive Director Ingrid presented local funding request letters to Covington Council and Alleghany County Supervisors. Covington’s 10% match is in the amount of $43,284 and Alleghany County’s 10% match is in the amount of $76,949 for FY’10. On a motion by Kyle, seconded by Sally, the Board unanimously approved the requests.
At this time the Board convened into Executive Session to discuss personnel.
The next meeting will be March 19 at ARH, 5:30 p.m.

Summary of Motions Passed:

3. Motion to approve local funding requests to Covington Council and Alleghany Board of Supervisors.
Closed Session Action
On a motion of Kyle Bennett, second by Jim Ballou, the AHCS Board of Director’s went into closed session under Virginia Code Section 2.2-3711 to discuss personnel. The Board discussed the vacation and sick leave days of the new Executive Director, Ingrid Barber. The Board agreed to grant Mrs. Barber 19.2 days of vacation and 16 days of sick leave up front beginning January 1, 2009. They also agreed that she would accrue vacation at a rate of 6.63 hours per pay period, and sick leave at 5 hours per pay period.. The Executive Director was directed to update her contract with clarification of the changes.
