Who we are...
The local governments of Virginia’s Alleghany Highlands formed the AHCS in 1982 to address the mental health, mental retardation and substance abuse services needs of area residents. A volunteer board of local government appointees, one of 40 Community Services Boards (CSBs) in the Commonwealth, governs the agency’s policies.

AHCS is the “umbrella” agency for the area’s publicly funded mental health, mental retardation, early intervention, prevention and substance abuse services. It receives public support from the Commonwealth of Virginia, Federal funding through the Department of Mental Health Mental Retardation and Substance Abuse Services (DHMRSAS) and financial support from Alleghany County and Covington City.

Privacy Statement
The Privacy Rule under the Health Insurance Portability and Accountability Act (HIPAA) requires covered entities to take reasonable steps to limit the use or disclosure of protected health information (PHI) to the minimum necessary to accomplish the intended purpose of the use, disclosure, or request.

AHCS will adhere to the standards set by HIPAA and the ethical principles of this agency to insure that only information that is required to fulfill the stated purpose of the services, and that required by law, will be disclosed.


Patient/Client/Consumer Rights
AHCS services are licensed by the Virginia DMHMRSAS. AHCS observes DMHMRSAS licensing and human rights regulations and is a member of the Blue Ridge Behavioral Health agency’s local human rights council. AHCS clients are notified of their rights upon entering a program/service, and yearly thereafter. In addition, client rights are posted throughout the programs, along with the names and contact information of advocates who work on behalf of the client.

  • CSA Services (Comprehensive Services Act) The purpose of the act is to provide high quality, child centered, family focused, cost effective, community-based services to high-risk youth and their families.
